Kansas Horse Council Equine Abuse Recommended Actions
We know that most persons owning a horse are responsible and conscientious owners that take care of their animals to the best of their ability. Sometimes, though, we may see animals in a condition or in stabling that might make us wonder.
If you suspect abuse of any equine, here are some steps you can follow:
Sometimes speaking to the owner can resolve concerns. If speaking to the individual isn't an option, your local law enforcement agency is the initial contact. The sheriff should take a vet with them to inspect the animals. Abuse or neglect is covered under a Kansas Criminal Statute that only allows a registered organization, such as a rescue facility, a vet, humane society, etc. to file a complaint with the District Attorney's office.
If not satisfied with the sheriff's actions you can offer to buy the horses. If that isn't an option, an individual can go to the D.A.'s office and file a report (not a complaint).
Calling the media is the final action that should be taken after all other avenues have been tried.
